One of the most common misconceptions in smart home technology is confusing WiFi with the Internet. WiFi is simply a local wireless radio network that connects your devices together inside your home (Local Area Network - LAN), whereas the Internet is the global network that connects your home to the outside world.
The short answer is YES: most WiFi HD cameras can still record video, detect motion, and stream locally without an active internet connection, provided they are properly configured with local storage or an on-premise Network Video Recorder (NVR).
